((Ya no not happening its one of Hiatsu's rules not to give magical artifacts to non-mages, and even then they have to go through the eight-year training session (Yes becoming a mage takes 8 years unless you are extremely talented)))

((I can assist him by using magic, give him a familiar, and teach him to do magic (Basics), but artifacts are not given to non-mages))

1. Actual my magic, and summoning is free as long as he funds the academy, and my magic research.

2. Elemental Magic cna be taught in the period of 2 Months as to why the training takes 8 years that is because throughout the whole thing the mages are disciplined,a dn intstilled with intense beliefs on how to use magic, so they won't do something stupid like necromancy which is taboo, and will get you hunted to the endss of the earth.

Yes, but magical artifacts contain great power, and as thus they are only given to those who have gone through the eight years of training, and discipline the academy would give.

((Yeah it'll take at least a year to build an academy and even then there has to be people who are willing, able, and can afford to learn.  And if the priest wants you dead he'll try to kill you in the throne room))
