I'm going to say various clans.  No single kingdom or ruler, but lots of little clanships.  Think pre-monarchy Scotland.

.....And where would pre-united Ireland be then? I wish to find it and recruit their soldiers, everyone knows an Irishman on the field is worth 3 men from, almost, anywhere else in europe. Atleast in medivalesq battles.

The Weyland Highlands were full of little Clanships, fighting amongst each other like dogs fighting over the bones the masters had left for them. "Warfare" would be a word too big to explain the occasional raids, plunderings and fightings going on between them. All in all the clans kept to themselves being happy with playing war. Recently that changed: a rather small and unkown clan, the McRiars, had a sudden change in leadership as the old chief was bested in duel by an outsider. That alone being a source of concern for the Clans, the way he managed to force the people into submission caused an uproar among the neighbouring Clans. Instead of killing the Old Chief honourably after the duel the outsider beat the man to death with his bare hands in front of his Kinsmen. Other wild rumours spread around about the Stranger, how he violated the old habits, changed their style of living, and other things...

______________

Thunder and rain could be heard outside as the Kinsmen huddled closer to the fire, their faces morose. This is ridiculous we need to do something. We should have stopped him! some kinsmen nodded but most seemed not to eager abou that. You have seen him fighting Reg! Do you want to face him? I certainly not. Aye again silent nodding and the one or other affimative grunt or grumbling. Suddenly the door flew open. Silently a man clad in blackened leather armour and the pelt of a dire wolf quite common in the Highlands entered the tent. His head and his face were shaven and his grey eyes stared at the clansmen at the fire until they looked to the ground. Evening. his voice was low and had a charismatic tune to it that made people listen. Mumbled greetings came from the kinsmen. Reg finally dared to stand up. Oi, Chief what is it that ye called the meeting? We... the man interrupted him. That i just wanted to tell you if you had the patience. I want to know how my clan( the kinsmen looked up irritated as he stretched the word my) is faring and i want to know the situation with the surrounding Clans. Who they are how strong they are, all information you can give to me...

Reg reluctantly scratched his head Well... [4] and then began to tell his New Chief everything he knew...

[3-2+3=4]  After accounting for upkeep and payment of your personal guard, you invest your yearly take of taxes from Sheepy Hollow's growing textiles industry and work on hosting an annual Sheep Fair in the borough.  The fair is a success and attracts enough attention from the surrounding region to become an annual celebration.  There still isn't a massive presence in the market outside the Sheep Fair, but during the week-long annual fair you will collect a significant return in taxes.

Sheepy Hollow acquires a market.  The market will generate 2 Ducats/year in taxes.

New Mechanic: Trade Potential
Provinces now get an extra stat that applies to the whole province; trade potential.  This represents the potential ducats to be gained from trade to and within this area.  Building and expanding markets/ports uses up trade potential.  Trade agreements, increasing town size and random events can add trade potential.  Once trade potential is used up, markets/ports can only get more profitable by taking tax away from other markets (or by taking trade potential from another region).

Drua:  [5] You study diligently and quickly.  In almost no time at all, you are an expert at cartography and orienteering, or at least as close to an expert as this tiny kingdom possesses.

Ghazkull:  The Weyland Highlands are separated into two provinces; East and West Weyland.  East Weyland is the part directly north of Elbreth and home to the settlement of Weybridge.  There are two markets of note (one per province); Weybridge market and High Fane (see below for details).  Your advisor feels that the largest threat is posed by the McKinley Clan, operating out of Weybridge, whilst the easiest target would be the neighbouring McPearson Clan, who have recently fallen onto some hard times.

Annual Events

Harvest [6]: Population Boom
The crop was bountiful this year.  Too bountiful, in fact.  The excesses made available by the extra food have led to the peasants getting a little too frisky.  Whilst you have reaped a grand bonus in tax, the population has grown to the point where the current land held by the kingdom will not be able to support them when the next harvest hits.  Unless you can resolve this problem satisfactorily you could be facing famines and rioting next year.
Effect:  25% bonus to all land tax (rounded down).  Population unsustainable without more land.

Spoiler: Other Lands (click to show/hide)

A request from the GM:  Please bolden actions that require a response from me.

Try not to extend the bold to more than the action itself, as that will swiftly get tiring to read.  This just helps me avoid missing out on actions such as Little's.  I would also like it if actions by the king are boldened, such as the endowment of new nobles.  This helps record-keeping.  If I've missed actions (and I know I have) due to tiredness, just pop a friendly reminder here.

((I'm just waiting on Ye olde King to authorize me to take 2 regiments 'protection' along with my diplomatic mission. *idly twiddles his thumbs* Sounds good so far, though next year Kaguro, you may wish to postpone any actions till after the King has had a chance to move, so that he can levy any taxes on any landowners within his kingdom.
Oh...You already slotted those 2 infantry divisions. I thought it was me going for diplomacy along with Drua? When did that change?))

Terenos:  Your regiments have been authorised, they were just bundled together with Drua as well.

Taricus, I think the king needs to authorise what you requested, since that's within his domain rather than the GM's.

((I forgot about taxes, I will wait from now on, eh, if he wants taxes I'll have a dept I can pay off next year then. Also is it possible to find a new resource in a provence by searching for it?))

He's already done that, I believe. I'm scouting out the rebels and was waiting for a messenger to arrive at the castle/palace last I checked.

OOC: I'm going to wait until a few more people reply and do things before I respond to the runner. Otherwise it will be like he just teleported back here or something.

Yeah, he said he'll respond to the runner later.  Now is officially later.  =B

Mmmaybe on the resource finding aspect.  More likely you'd find it as a result of a random event, but you could always try mining etc.  Will deal with more of this later, kind of tired out with job applications atm.

Edit:  Draven, you're in luck - the king hasn't actually requested any taxes from his vassals yet.

A man in his late twenties is dragged before the king, his hair messy, and clothes while of high quality and quantity are mostly burnt or covered with stains. He appears to be blind in one eye and his left eyebrow is missing. "Sir, this man is a witch, and has caused a fire in town, he has asked for an audience before we put him to death for his crimes!"

*Occ I'm gonna wait for the gm or king to acknowledge me before I go any further.  And no I am not a wizard or mage or anything like that, just to clear that up incase magic is out of the question for this game.*
