Please, please put down some rules. The rampant godmodding is very, very annoying.

But could Dwarmin still be some high-level noble, like a Duke? That we he could still have vassals and a proper army/navy (though, err, maybe not one as big as that).

That is correct.  Since he is a lord, he gets an army and perhaps a navy, but not one as big as the king's.

The "economy" that I'm thinking of is quite basic, and it's really just about keeping your income higher than your expenses, similar to the Total War games.  If anyone has any ideas on the economy to contribute, quote this and add your reply.

That's a pretty good idea.  There should be four main resources: Food, stone, wood and metal.  Each turn, a set amount of these resources are collected, and can be spent by the lord.  You would need these resources for certain things.  Food, that's pretty obvious.  The other three resources will be needed to make ships, buildings, and other assorted stuff.  Those resources will be necessary for building and creating a lot of things, but they can also be sold for gold.  For example, you might want to make a caste, which would take a significant amount of stone, wood and metal.  However, if you're really short on cash, you could just sell these stuff so your treasury can last a bit longer. 

A question though...exactly who did Dwarmind appoint to be treasurer?

Ehh, I'd like just income or abstracted 'resources'. Having separate food, stone, metal, wood is just pointless extra micromanagement.

OMG I had no idea you guys would reply this much. 

Ok, for starters, do you guys still want me to set down some rules?  I actually wanted this to be a sort of city management game with military, economic and political aspects.  Also, I had originally wanted to use a random number generator to decide what happens with certain things.

I was actually having fun making appointments, waiting for you lay down some basic ground rules and perhaps any overarching lore-such as, I only controlled this province, our resources and neighbors. Technically, all the things that happened could still have happened in an area the size of a province. If you need me to fill in some lore blanks so we can create our province officially, go ahead. I wouldn't mind specific numbers, or abstracted.

We could use numbers of troops and resources, and I already made a tiny fleet which would probably make more sense in a province anyway.

I tend to decide most actions now with just a D6 roll, or I ask people to roleplay up what they would do in that situation, with the more descriptive it is generally being more effective.

(Effect: 6) They instantly determine it has absolutely no magical effect, but the Lord doesn't care-and your in no hurry to tell him. He dons it right away, claiming to "feel the power"... The Head Advisor receives a plush magic carpet, at least a hundred years old though-it rises only a few feet off the floor of his home before landing helpfully before the fire place, where it will stay. Adventurer Guild Leader Kadzar dispatches 25 of his bravest heroes to hunt the Dragons. (Effect:2) But the Paladins and Mages of his guild inform him they have 'stuff to do' and won't be able to make raid night. Forced to pick up groups of low-skilled warriors to augment their numbers, the Guild makes little headway against the Dragons-the rampage continues unchecked, and now they have begun to spawn D4 Dice Dragon whelps.

The Six Sided Dice Dragons continue to roll through the provinces...(Effect:3) Advisor shadenight123 organizes traps, using ballistas and crossbows to pepper them from afar, while using mounted cavalry to harass them. The tactics begin to have an effect, as the Dice Dragons begin failing their saving throws. But, the toll taken on the Kings cavalry is heavy. The Lord is still "royally pissed", but he wants to see the job done

-Any Necromancers who want to be accredited must spend a minimum of a year undergoing "investigation". They are not specific.{Unapproved}
-All Necromancers and created Zombies are to wear magical tracking devices, which will allow the church to find them if they go renegade {Unapproved}
-Any Undead must be created from the bodies of heathens or animals, and not the faithful.{approved}

After some discussion, he's agreed to allow him the position, allowing him to be adopted at a royal guest by Shadenight. (+3 support)

Cartographer Kinsen and Fallen Angel Asgard are being considered for a suicide mission to the lands of the Man Eating Polar Trolls, and have not disagreed. They will depart soon, NEVER TO RETURN. (+2 support)

((i'd suggest an upkeep cost depending on the types of units. (to say the easiest way, one goes have a look at a total war wikia, takes the upkeep of the units of a determinate time period, and uses that as a way to make a tabel for money and the rest.)
and food should be used just for the building of the army. (the population withstand herself automatically, and extra food just make it extra happy.)
and then roads, or the likes.

i call back the cavalry, those stupids idiots can't run fasters. i order the archers and the crossbowers to move in a square position, while i order the lancers to prepare themselves for impact by forming a Square wall of pikes, with the archers and crossbowers inside.
I call the help of a couple of mages, if by any chance they are free, to protect our mens from fire.
I then proceed to have sappers dig traps which under the weight of a dragon would fall down, in spiked holes, and place raw meat on top of it. So the dragons come, eat, and die, hopefully.
We shall annihilate the enemy and reclaim the honour lost, or die trying.
