See, I'm thinking a system of food/consumer goods, needed 1 for each population point...maintaining armies would require an intial infrastructure investment, than a constant supply of that specific good-leather for armor, metal/wood for weapons, etc.

Province of WindheathWindheath is a small province of the Human ruled Kingdom of Apitula, located on it's Northern Border, and edged by the sea. It's not an easy place to live in-seven months of year are dominated by freezing temperatures and ice storms that make land and sea travel difficult-and the Ice Races that live on it's borders are numerous, and raid the province often. Still, the people here are proud and hardened, and ruled fairly-most of the time. For such a cold land, it's remarkably fertile-what we grow here, fish from the sea, and hunt from the forests feeds our neighbors and ourselves quite well, thought some years are worse than others. We've significant resources of rare herbs, exotic hardwoods and leather, but our mineral resources are often competed over with the Dwarves.

Neighbors
There's four provinces to the South and East of Windheath, also part of Apitula-the North is completely dominated by the Ice Trolls and other Ice Races, and to the West is the polar sea. Our trade is mostly food to our neighbors for gold, and supplies of hardwood shipped to Mellowbrook, to be sold back to us as furniture, cutlery and other consumer goods. Every now and again, a peaceful leader arises among the Ice People and trades with us as well, but they don't rule very long.
The cliff and hill country that lines most of the Southern border is dominated by clans of long ago conquered Dwarves, who stubbornly maintain the provinces original Dwarven name, which means "Stonehome". Most of the older Dwarves still remember a time unruled by Humans, and they have a tendenct to constantly atongonize their neighbors with outrageous demands and refuse to aid them in difficult times. The King of Apitula might have considered putting them in their place, but the Dwarves grudgingly produce the high quality weapons and armor that allow the Imperial Army to hold off it's many enemies. Lamnakbob and Windheath have a tempermental relationship, and they have clashed before, usually over mining rights in the shared mountain range, or battles over our traders acess to their large warm water ports.

A much smaller province, Mellowbrook is located in the verdant vallys between the mountains of Lamnakbob and the mountains Hightower. It's a vacation and retirement spot for most of the Kingdoms more well to do members, and is renonwed for it's natural, untarnished beauty. It produces most of the consumer goods to it's fellow provinces-woodworks, metalware and gemcrafts-and in return, is provided by raw materials and food stuff that allow them to live a generally peaceful existence. Windheaths entire overland trade is generally handled through here, and they hold a degree of pull in the provinces economy-which is not appreciated by the Lord, since they tend to be full of themselves, even if they have a reputation for being honest traders.

Located directly to our Southeast is large, wealthy province of Hightower, known for it's gems and gold, and wild elephant populations. They were the soldiers and Lords who settled in the mountains previously owned by the Dwarves, displacing them from their Dwarf fortressess, and taking them over for their own use. These days, most of the fortresses are crumbling dungeons, and the Hightower Province is known more for the impressive architchetce of its buildings-a unique blend of Dwarf and Human-and a sizable, warlike population. They are no friends of Windlanders, and like to steal our cattle and women in the Summers, between harvests-but they are far too powerful as is to confront directly. The best we can do is drive them off and curse their names as they ride to the safety of their marble cities. Diplomatic attempts are usually ineffective, because the Lord of Hightower has no real control over the War Clans in his domain, and in fact, prefers they attack us rather than raise trouble at home. Currying favor with him has afforded us some protection in the past though.

Directly to the East, the stolid Province of Greensteel lies as a bastion against the evil hordes which flood in from the Chaos Glaciers every winter, which thankfully do not border us. They are in as much the same straights as us-but even worse off. The land has suffered much damage, with most of their people and crops being either tainted and destroyed, or plundered and looted by the neighboring province of Hightower, who is only to happy to raid them while they are occupied. Not to say we have not done the same in the past, during lean times...they often call for aid, and we sometimes answer. Our relations with them are moderate. Imperial Troops are often sent up the passes through Mellowbrook when things get really bad, but no troops have been sent for many years as of this telling. It's a difficult choice, since we have our own problems to worry about, but everyone knows once the Chaos Horde breaks through, they will be on our border. They don't nearly have much business to do with us, but the raw magicka they siphon from their battlefields is a useful, and untapped trade good, desired by all.
