"what should be done about it...we could make the church happy, by granting the church the power to give the necromancers a certificate...in this way, the church will be happy for deciding not to make any necromancers, or only those she deems worthy, we wouldn't lose anything in terms of reputation, because if a necromancer were to go mad it would be the church fault, and this would also be nice to explain why we are overtaxing them: because they now have a new revenue, using necromancers to help the people."

And perhaps temporary higher level raising of those who are murdered or assassinated to find out who killed them?
Necromancy doesn't work like that. Unless you're calling the spirit of the deceased.

Hence why we, not the church, offers the certificates.

"precisely the point. So the church and the lord will have full access to who can have a "necromancer certificate" but the church will not use it, defacto leaving all power in the lords hand. So necromancers who wish for the certificate will go to great length to obtain the favour of his highness, and with that, the church will have nothing to say about it, since they too could have necromancers...but they decide not to"

So what you are saying is that your plan hinges upon corruption within the church?



My lord I have been searching through some of the documents found in the home of one of the ringleaders of the attempted rebellion. I have found what I believe to be disturbing evidence of a large conspiracy against you my liege.

ACtually now that I think of it perhaps, it would be more efficient to build golems instead of raising zombie slaves. Golems don't wear out as quickly and are much less likely to alienate the public

now, if you give two kids two swords they will fight each other, and hurt each other.
Now, if one of the kids were in truth...without arms, even giving him a sword would not make him fight the other.
The church is the armless kid. You may give her the sword of necromancy, but she will not be able to, nor will want to use it.
Thus leaving the swords true power to the other part"

But to extend your analogy then the armless kid will complain. And then they'll annoy until someone powerful decides to take away all the swords until the kids can learn to get along
