ImagiNATIONGrowth = 1 settlement requires 1 food a year. Basic settlement is 4 squares size. Settlements can be placed no closer than 1 tile from another. It costs 20 people to make a new settlement, but the settlers will need food for their travels or they will starve. They walk 2 squares a turn.
Breed = You can order a settlement to breed, they will consume twice the normal amount of food but will produce a new group of settlers next turn. The settlement cannot do anything else that turn as they are busy in their huts.
Settlements are self sufficient, and have no inherent growth rate in population. In order to increase population growth towns and cities are required. Or breed.
1 settlement = 20 people.
A settlement can be abandoned at will, all buildings around it will also be abandoned(but not destroyed) however.
Food = Each person requires 1 food a year.
Farms make 1 food a turn, if by the river. Two farms not by the river make 1 food. A farm needs 4 squares each. Must be placed adjacent to settlement with a 1 tile border. Farms consumes a group of people/settlement to build (20 men, to work and farm this land) to construct.
Food will spoil(be lost) if it is greater than 10 times your number of settlements.
Foraging = will yield 2 food per group. But this group cannot move or do anything else this year. Cannot forage in the same place in consecutive turns. Settlements/towns cannot forage.
Towns(higher population density to settlements) = are beyond your capabilities currently, maybe we should try research this?
Everything else:
Freeform, will work it out as we go along. Money, industry, military, economics, science, building, religion, diplomacy etc etc.

Ground rulesThere are no ground rules, you can be a militaristic prick and seek to dominate your enemies if you wish, or you can create a nation of traders or scientists. You can ally and backstab at will. It's purely up to you. Nearly every action will require some form of effort/payment or repercussion to complete it, but I will allow anything within reason given your nations current state.
More facets will become available as time goes on, for example right now we have no iron or copper or anything like that. This does not mean there will
never be any iron or copper.
If for some reason you cannot do an action yet, I will say why and suggest possible action(such as researching something).
