...What?

Did you construct dolomite flooring? Furniture and pretty much everything cannot be placed on constructed flooring.

That's actually completely wrong. You can build anything that isn't a construction on a constructed floor, including furniture and such. You have to wait until the construction is complete, mind you, but once it is it's just like an ordinary floor.

It's likely that the problem is that you're trying to build on top of rocks that were mined out. The building site must be cleared before a building can be completed, so normally the builder will move any items that are on the site off of it. If they can't for whatever reason, the building process will be suspended. There are several reasons why the items couldn't be moved off. The items must be moved to a passable, orthagonally-adjacent square that does not have a queued building on it, and the items cannot be queued for any task themselves. If you're building buildings in squares, the center tiles will often be suspended. If you have a lot of buildings queued elsewhere that might be set to use those stones, the dwarves will suspend the buildings until the other buildings are finished (or at least until the stones are out of the way).

if you've designated the stone on the square for use in something else, (for example, a wall, floor, ramp, etc) urist wont move it out of the way to put the table there.

do you, by chance, have a large masonry project going right now?
