The EU summary says

Ah, yes, that shipyard has 4 slipways. Editted the status to correct that; unfortunately, the way I update things whenever they change means errors tend to sneak through occasionally.

Once the US has possession of the OSR, will we be able to produce our own, or will we need to make a new class?

I don't think that it matters as it does not actually take any lab time to create a new ship design and as their are no components on the OSR that the USA does not possess thus you can make an exact copy of the OSR for the US or design your own it shouldn't make any difference except that I am not sure if the US has a shipyard big enough to construct and OSR as I don't read the Spoilers for other Nations

It's not really my place to suggest something, but there is duranium on Earth, Europe is just running low because they've been building factories but not any new mines. Have you considered building some of those? Or at least not moving them all to a colony without any duranium.

The two nations with better engine tech are the PRC and Japan, the PRC has better relations and a larger Duranium stockpile, so the deal depends on what tech the PRC leaders would ask for.

Pebble bed reactor is 3000, nuclear pulse engines are 5000. The tech list hasn't been updated for this turn yet (were players going to do that, or should I?) but I think Europe has the following techs over China:

Mining Production 12 (3k)
Sorium Harvester (are we allowing tech brokering?) (5k)
Terraforming module (5k)
Terraforming rate .0012 (3k)
High density duranium armor (2.5k)
(assorted laser techs)
Small Fuel Storage (1k)
Missile Agility 32 (2k)
Missile Launcher Reload Rate 2 (2k)
Magazine Ejection system 80% chance (1k)
Capacitor Reload Rate 3 (4k)
Fast attack Craft engine (4k)
Active Grav Sensor Strength 16 (4k)

I've updated Japan's tech (I'll try to remember to update that every year), I find it so ironic that my spy team was the first to steal a tech.
