You're welcome to settle on Mars. And we're ready to help with the terraforming of Mercury. We just do not like you laying claim to any rock with minerals within the Solar System. (Mercury, Deimos, Io... What else? Earth?). If any other nation wish to land mines on Mercury, we're willing to let their freighters join our escorted convoy.

It is EU policy that all the people on Earth should have access to the riches of their home planet and solar system. It is also EU policy to bitch-slap anyone trying to get all the solar system for their greedy self without even trying to negociate.

P.S. Bremen, are we supposed to read other people's spoilers or not?

I DID try to negotiate. I offered you settlement rights in return for a ship. You turned me down. An unsuccessful deal =/= no deal.

Think of the gold rush. People would stake a claim, and mine everything they could. Claimjumpers were dealt with, often fatally. The smart ones would buy another person's claim, or offer to work together. The planets and moons I've planted mining installations on fall under this analogy.

I cannot claim Earth, because there are other people living there. It is the equivalent of, say, San Francisco in my analogy. No one can own it, but it is a vital hub of trade and workforce. There are plenty of other lands to claim; hell, Saturn is virtually untouched! It's no-one's fault but your own that I concentrated on merchant shipping rather than new warships or expensive and long-term terraforming projects.

While I understand your frustrations, the threat of force is nothing more than escalation. I'm still willing to talk things over. I'm even willing to be generous. But I'm not willing to allow others to threaten my people's lives. Remove the warships from the convoy, and I'll be willing to see it as an effort to avoid war, and allow them passage.

Well, you basically ran over the system, planted flags everywhere, stated that those planets were yours and then expected us to accept this. And tried to ask for payment to give us the right to settle on "your" planets.

We do not recognize national ownership of bodies within the Solar System. We do recognize every nation's right to settle on any body in this system, and won't attack your installation. The sole purpose of our warship's presence is to deer you from using force, and if you agree to do the same, they won't get within 25 millions km of Mercury.

The Gold Rush was a period of anarchy, crime and violence. We do not want to pursue your analogy by being trigger-happy gold miner with nuclear revolvers.

In order to attempt to avoid blood shed the EU would like to offer The US the following deal
(Pending Approval by Sheb of course)
 
We will share Mercury, and the minerals of there should be enough for both nations.
As our contribution to the colonization of Mercury we will commit 10 or more terraformers to the project and give the US the terrafroming related tech we are planing to develop.
We will also withdraw our warships escorting the freighters assuming that the US recolonizes their right to begin establishing a EU colony on Mercury

As to the required participation in the terraforming of Mercury in proportion to requiring How about one terraforming facility of ship for every million pop or 20 automated mines on Mercury

I think there are two issues here. Whether a nation has the right to claim exclusive ownership of a planet, and if so, whether the US has claimed too much.

Might want to discuss both issues separately.

I want to send my espionage teams to secretly dismantle the mass drivers in the USA after their mining colonies have already launched minerals  :P.

Back to being serious, I've already discussed the U.S with my counterpart nations. In regards to planet ownership, I propose the Yoda Guidelines,  which is the suggestion I've already given. Expanding it, however:

1. In the situation of a colony in the process of being terraformed, in order to occupy that planet, you must meet the terraformer:population ratio of the initial occupier, and keep up with their ratio as they set it. They are under no obligation to meet your ratio if it is higher.

2. In the situation of a colony not being terraformed, anyone is free to settle it. The first person to begin a legitimate, long term terraforming process sets the ratio.

3. In the situation of an automated mining colony, the nation that first established the colony has the right to determine the ratio of mines you may have in relation to theirs. This ratio may not be lower than .25. If a colony by someone besides the nation that placed their mines first, the nation that placed their mines first is under no obligation to stop placing mines or remove their mines until a legitimate terraforming process is started by someone besides themselves, or the presence of the mines is harming the purpose of the colony. In any of these cases the colonizers would set the ratio, if they want to permit one at all. Rules 1 and 2 would apply here.

Now these are just guidelines I'm proposing, in the interest of fairness, that can be made exception to by any special deal between nations. However, in no case may you stop a new nation from coming to a planet unless there is a very good reason for it. I'm also sure these will need to be adjusted later.

Right I've missed a lot while I was asleep. There's a lot to get through.

Firstly, I agree with not building jump gates leading from unexplored systems, that's just asking for disaster.

I'm inclined to agree with Sheb with regards to body ownership. I don't think there should be any exclusive claims unless someone either makes deals with other nations or is willing to back it up with firepower. On that note, any claim I make at the moment isn't exclusive in any way, although if anyone wants to make any deals I'm open.
