well.. I designated a dump point... then designated a whole pile of stone to be dumped as well as a few other objects... then 2 years later.. none of it had been dumped... another season.. a narrow sock was dumped.. i had the stone scheduled to be dumped from the moment after unloading it all! so i gave up, and instead forbid it for use except the one or two stones i wanted used at the time.

this was included even after i had 70 dwarves.. still no one would dump the items.. except that single narrow sock.

Dwarves, by default, ignore garbage and items to be dumped that are not underground. To change that, go to the orders screen "o", refuse, "r", and ignore/not ignore Outside "o".
