There is no option at the jeweler's to cut clear glass.  There is such an option for green glass and for at least one other type of gemstone.

There remained an option to cut clear glass from the manager screen.  I successfully cut clear glass using that option, and it showed up in the jeweler's job queue, but I never had an option to cut clear glass from the jeweler's workshop menu.
