Giving civs materials

I remember when metals were scarce and people modded in a reaction to make sure their civ had steel and other stuff.
I was wondering was that was and if it would work with say a stone type.

I could go on and on talking about modding in reactions to make any item available to your civ, but the fore-dorfs have already inscribed the process into a slab at the wiki-hall.
