Getting Marksdwarves to reload and shoot...

Is it possible in the current version to get marksdwarves to shoot, then retreat and reload, rather than charge into melee, without setting burrows behind fortifications?  If enemies break through the line past the ramparts, it would be nice to have marksdwarves firing and retreating, rather than rushing to their deaths.

There was a discussion a while ago about using patrol orders and fortifcations to do just that. What you want to do is set your men up behind a wall with a decent length of fortification between them and the  enemy. Then you set a patrol order between the two ends of the wall (with ammo dumps at either end. Because he's walking past, seeing the enemy, running out of ammo and cannot engage in melee he will then continue with his orders, moving to pick up ammunition and then opening fire again.

But don't enemies within range cause interruption spam for the marksdwarves trying to grab ammo?

No, because of the patrol order.
Because they are military and they are on a patrol order and unable to engage the enemy, they will attempt to carry out their orders to the best of their ability.
