Why does this get worn?

Could somebody explain to me what part of these raws causes this armor to experience wear?

It isn't armor, so it's clothing, so it takes wear. Give it [ARMORLEVEL:1, 2, or 3] and it will count as actual armor and won't wear. The actual number doesn't much matter anymore; in 40d and before, there were only the three armor levels (leather, chain, and plate), but with the armor system rework it's possible to mix and match more.
