Questions about drowning chamber.

I'm currently building a drowning chamber for mercahnts so i can loot all there supplies without paying, i want to know if when they drown, will the civilzation they come from hate me and possibly send sieges? also, what do i do if the other merchants see the bodies? also, do hatches hooked up toa lever not let water through?

A civilization will send sieges if some (I can't be more precise) of their merchants got killed, even if you didn't killed them.
I don't think other merchants will do something if they see bodies of their civilization, but i'm not sure, and finally hatches should not permit the passage of liquids.

While it's theoretically possible for friendly civilizations to get pissed and send sieges, they very rarely do, and the number of merchants you would have to kill for that to happen would be massive. Somewhat unfortunate, really.

The civilization that sent them will, however, be less pleased with you if you kill their merchants, and that causes them to send fewer merchants per caravan and load the merchants they do send with less stuff. It's like the difference between the first caravan a race sends you and one after you've been trading a lot.

Merchants don't care if they see bodies. Except for tasks, no creature interacts with items, and corpses are items.

Hatches let water through, though they behave oddly with pressure. Sometimes, if you pressurize water against a hatch from below, then open the hatch, the water won't flow up through the hatch even though the best fluid dynamics theories says that it should. If you're using a hatch to block the drain or filling your drowning chamber from above, however, this won't be a problem.

Killing diplomats almost always triggers an immediate siege.  In vanilla unmodded DF, only the humans send diplomats, although it's not hard to mod the elves to send them too.  Killing trade caravans is unlikely to trigger a war, but next year they'll send a much smaller caravan if you kill this one.
