Did you check their biomes' creature populations? As AutomataKittay said, if there were no ogres in their biomes, they wouldn't get it,

By the way, ogres may be ruled out by other creatures, while trolls (which do not have the frequenct tag too) may have less competition.

I find it odd that you could embark with trolls, since they don't have the pet tags. Unless you gave that too them.

Nope, everything is vanilla, only things I changed was giving goblins use_any_pet_race and civ_controllable and removing civ_controllable from dwarves, so I could embark with goblins and see what they bring...

This has been bugging me since I realized they don't have the pet tag.

I know, it's weird. Back in my first fort, I had seven goblins and two dozen trolls because A. I had modded all civs to be CIV_CONTROLLABLE and B. trolls were the only domestic critter.

Creature being a member of biome does not means it will always show up in a specific biome location. I -think- the frequency tag affect it, I can verify that biomes don't always have ALL the listed creatures, and more often only something like three or four out of who know how many for each of them, showing up.

I think it's because they have the EVIL tag, and goblins can use evil animals.

Yes, but in the wiki the use_any_pet_race states that it will allow the civ to embark or trade every animal in their list of usables that have the pet or pet_exotic tags, the evil tag is supposed to put the animal in the list of usables in the first place and that's it, if you check other animals that could be in the list won't be used since they don't have a pet tag... except for trolls.... maybe they are hard coded for the goblins??..... or..... they.... are.... just trolling!!  :P

By the way I remember seeing in one mod's raws that they had files like goblin_domestic or something like that... how do you make custom files work? and can you setup a custom tag? like instead of common_domestic having goblin_domestic, elf_domestic, etc... and apply them only to the civs and creatures you want... so you can have some set of creatures that have been domesticated by goblins but not by some other civ, without the need to have biomes and such? like cats, dogs, etc... they have no biome tags at all, the only way to add them is through the common_domestic_pet tag...

I believe that each biome just have a -chance- of creature belonging to it being there, not always. At least that's my understanding of biomes and the critters that comes from it. I'm not sure what other factors could influence it, possibly history of someone taming them?

That's how it works. Go to any creatures who are habitually not showing up, and add the [UBIQUITOUS] tag to their entry.
