Dwarves dont spawn entirely randomly.  While they can spawn in locations that cannot reach your fort they do seem restricted to locations that can be reached from the mountainhome. (note that the first two waves dont respect this)

Evidence for this is anecdotal but I often like to embark across rivers and they always seem to spawn on the same bank as my civ, likewise I once embarked across a thin spine of mountains and all migrants/invaders were restricted to the eastern slopes (nothing from the west as the flat land there contained no civs and was encircled by mountains on the worldmap)

Oh. I know. But i don't want migrants, i want to my own line of dwarfs.

Make a quantum meeting hall and pray they'll get along them.
