[38c] Rectangle set to 16x16 is borked

Setting the starting rectangle to 16x16 through the init gives strange results. The source of the rectangle seems to be outside of the 16x16 region grid, most of the time. (Although sometimes it works.) The rectangle can be resized to not be visible at all, but it cannot be moved.

Setting it to 15x15 works, except for non embark regions, where it it screwed up again.

This was discovered on a pocket size map, with a random seed.

Yup, it's been broken like that since resizing it in the init was introduced.

Sorry for the double report then.

I searched for rectangle (like it is written in the ini) but o.c. it didnt yield any related results.
