This has happened several times to me.  I'll turn on a skill (carpentry for instance) and queue up some jobs for that skill in the appropriate workshop.  The dwarf sits around, no job.  Sits around.  Sits around.  Ok, pause the game, clear all the jobs, turn off his skill, unpause/repause, turn on the skill, THEN queue up the jobs again, then unpause again, and NOW he goes to do it.

Something isn't getting checked the way it should be.

I'll look into it...  the order seems the same there, so it shouldn't make a difference.  In any case, I don't know that it even schedules a check when you add new jobs.  It might wait a bit, which is probably unreasonable.
