Garry's Mod is basically this.
This, Gmod with no mods or anything is basically a sandbox building game. You can spawn a car, attach thrusters to it, and find out if that car can fly. With mods like Wiremod, you can make fully functional tracking turrets, missle launchers, and alot more. But you do atleast need Half Life 2 to get the basic models.

I once made a mobile homebase rover with lots of guns in front. Said rover had many modifications, like the ability to jump.

Gearhead 2. The standard mecha are set, but custom mecha can have ANYTHING randomly made. And if your willing to do some file editing, you can make your weapons do anything at all as well. Granted, its not IN GAME modification, but it wouldn't surprise me if the ability to do so was added down the line, since the random custom equipment can be godlike or pathetic. I've fought custom Zero Savin's that had peashooter custom weapons that were DC1x10 and 36 range, and custom Buru Buru with Hyper Blast 5 Haywire Burn DC15x10 ammo 20 missile launchers.

Now on that topic, I'm curious. I know for a fact that Gearhead 1 had drone weapons which spawned drones to fight on your side. Does the same work in Gearhead 2? Nothing has the DRONE tag by default, and I've never gotten a chance to try it out.

Yes, I do believe the DRONE tag works in GH2, but am not positive. Its much less documented then GH1.

There is also a monster-shooter mech game (top down, no real tactics or plot, no terrain, just hordes of monsters from all sides) where you design circuits to make the various systems of your mech work.

Engine of War, if I remember correctly.

Sadly, though the game concept was awesome, the actual implementation of the circuits was WAY too buggy once you tried doing some really complicated stuff.

The most I managed to do was make a circuit that never wasted any shred of power, turning off the engine's and weapon's power any time it wasnt being used and instead storing it in an array of batteries, and I made a shield system that scaled its usage of power depending on how damaged the shield was, using more power the more the shield took damage to insure a faster recharge rate at critical times, and my absolute pride, a wall-of-missles ultimate weapon, made of guided missles that were targetted in circles around me, to hit any enemy that came near, and which I could instead switch into "burst" mode with a click of a button and send them all flying in all directions, or "homing" mode with another button which made them target the nearest enemies...

On second thought, it was a pretty awesome game all in all, even if just for a couple afternoons of messing around to see just how much you could get done before the bugs halted progress. Sort of like complex wiremod stuff in Garry's Mod, I guess.

No.

Why not? Dead Rising two was all about DIY weapons. 55 DIY weapons is better than alot of games I can think of.

Aurora: I've tried it, was interesting, but too buggy and badly documented for me. Interface was not just cumbersome (I play DF occasionally, thats OK), it used archaic Microsoft programming tools and a UI designed for huge screens. Bad combination on my computers.

Gearhead and Gearhead 2 are really fun. I remember those.

Battleships Forever is just mods, isn't it? No balance/physical laws involved in making stuffs.

I play Cortex Command -- but there's, again, really no "system" of customisation. Just script what you like, no matter whether of not it's practical.

Gary's Mod is cool too, with wiremod, but my computers are, as a rule, at least 5 years old and slightly upgraded. Not conducive to FPSs. Lag is a major problem for me.

OpenLieroX... Never heard of it. Judging from the post, it's mod based, but I'll check it out.

RA2 and Mindrover I love very much -- RA2 is showing its age and engine limitations (I'm looking at you lack of self-collision, spastic joints, and internal/external duality!. Mindrover would be so much fin with custom chassis in a multiplayer environment with some kind of resource harvesting or some such to make new bots.

RoboRumble... with a name like that and being mentioned in the same breath as RA2 and Mindrover, it sounds great! I should check that out!

Engine of War sounds like an awesome time waster! I loved bureau of steam engineering but found it simple -- this sounds like a step up!

No, BSF does not use mods. In BSF when you're making a ship you can change pretty much anything you want. Of course, you can't change any in-game ships, but you have pretty much total freedom in making your own ships. You can even import your own custom sections of ships you drew in MSPaint if you want.

I wouldn't recommend signing up for their forums, though, as it's in a deteriorating state. The mods are worse elitists than us and somewhat volatile, their player count is low, and if you want to get any looks you'll have to make your ships look all shiny. However, I'd reccomend lurking since there are a lot of nice custom sections and stuffs.

Essentially, if you want to make nice looking ships and watch as they blow up, BSF is the game for you. It's more of a sandbox than a linear game.

Haha, nope. Those aren't DIY weapons. Those are just more weapons that have prerequisites.

Definitely Garrysmod, like others have said. I once made a missile/rocket rack on a armored vehicle that shot out dolls with sawblades attached to their faces. It didn't work too well, but it was pretty funny as a surprise weapon XD

1. Aurora-Ehhh...It's hard for me to get into.
2. GH1+2-Great Games
3.Battleships Forever-Fun game, never really played too much, but I tried it.
4.Cortex Command-Right now theres a pretty basic system for modding. They are expanding that.
5.Garry's Mod-It's very easy to make things on the game and it's a great time waster, especially in multiplayer.
6.OpenLieroX-Yes, it is modding, but it's one of the easiest games to mod. Very straightforward.
7.RA2 and Mindrover-Never played RA2 and I didn't like Mindrover too much.
8. Roborumble-I owned this game. Played it with my brother a lot. Tons of fun.
9.Engine of War-Seems pretty cool judging from the videos. I'll try it out.

Haha, nope. Those aren't DIY weapons. Those are just more weapons that have prerequisites.

Yeah, DR2's buildable weapons were recipes, similar to tech trees, which the OP wants to avoid.
