Games with DIY equipment?

I was wondering, does anyone know of any games that have non-cosmetic, player-designed equipment as a major component?
I just like playing mad scientist and finding new ways to eliminate my enemies... Pulse cannons! Railguns! Missiles that drop robots with flamethrowers that camp your doors! MUAHAHAAHA!

...So, yeah. Any games where you can design your own stuff instead of using some arbitrary "tech tree" or somesuch?

Only the mechs though.
If you want fancy new weapons, you'll have to mod them in.

This. You can edit pretty much everything in notepad, and in-game has alot of customizable stuff too.

Doing a Gundam overhaul myself atm for kicks. Dunno how to edit Companies though.

Bit of a derail, but it depends on what you're trying to do, iirc, at least if you're referring to factions when you say companies. It's a lot easier to get existing factions, ferex MUGL or whathaveyou, to use new mecha (just takes a flag in th'design file), than it is to add or adjust factions, which takes more work than I remember how to do. You have to mess around with the series files, and more than any particular one, iirc. Depending on how far you're trying to take it, it could involve making adjustments to the various spinners' files, too.

 S'a fair amount of effort, especially with GH's scripting language. One of th'reason's Hewitt's in the process of getting Gearhead to work with LUA. Anyway, do throw a post at th'game's forum. Boss H'll answer eventually, if someone else doesn't beat 'im to it.

On topic, I guess Cortex Command, if you're willing to mod. I 'unno if I've seen anything in game like th'OP's asking for -- most of the time, that sort of functionality comes via modding. At least th'stuff I've seen, hum.

in Arcanum, you can build your own weapons and equipment from schematics and parts.  but you are creating from a pre-defined set of templates.

There is also a monster-shooter mech game (top down, no real tactics or plot, no terrain, just hordes of monsters from all sides) where you design circuits to make the various systems of your mech work.  It is pretty similar to that "bureau of steam engineering" game from Zachtronics where you arm, power, and configure the internal logic of your mech.  The parts are all canned, but you can configure them to do unique and clever things.  Forgot the name of it though.

Then there are various modern shooters and tactical shooters where you get to customize your guns by adding accessories and such.

Then of course pretty much any of the mechwarior series where you can customize your mechs, and the Heavy Gear games by the same token.  You also have custom spell design and enchanting in the Elder Scrolls games (arena, daggerfall, morrowind, oblivion.. I dont think redguard and battlespire had any of that).

I cant think of many others where this sort of thing is a built in part of the game -- but as others have pointed out you can mod just about any major game and add what you want from scratch.

OpenLieroX is pretty much custom everything. It's very easy and straightforward if you want to mod in you're own Weapons. There's tons of fun things to do in this game.

Probably not the type of game you're looking for, but Super Scribblenauts seem to fit the bill, due to adjectives.

Garry's Mod is basically this.
This, Gmod with no mods or anything is basically a sandbox building game. You can spawn a car, attach thrusters to it, and find out if that car can fly. With mods like Wiremod, you can make fully functional tracking turrets, missle launchers, and alot more. But you do atleast need Half Life 2 to get the basic models.
