They start at one then you add points onto them. So the bracketed numbers are correct.

PS. You get ten points for your fetters AND ten points for your passions. Each passion or fetter may have a MAXIMUM of 5 points in it.

No. With 2 extra points in relic you could have a standard defibrilator, but the boosted one? No, that's an artifact quality item, not a relic. A relic is normal in all ways, except that it exists beyond death and runs on pathos.

With your 1 relic point from being a holdover you can get something fairly innocuous.
