Waterwheel built on a floor, after deconstruction, forme

Before I read the wiki's article on water-wheels to find out how to use them, I built one on the ground-level of a channel. Once I realized that wouldn't work, I dismantled it, and it left three logs, one on each tile that it occupied.

The problem is that the center tile was acting like it was 'blocking' traffic and such. If I tried to build something past it (the tunnel was one space wide), the choosable resources included only one log. I tried checking the tile but everything looked normal. Then I tried ordering a floor built on it. A dwarf walked onto the tile, then suspended the floor with a claim that the site was unreachable (while standing on it...). Then he went 'No Job' and proceeded to stand on the tile, doing nothing. I tried conscripting and ordering him off it, but he kept standing there.

I tried building stairs up on the tile and got a second dwarf stuck too (the same way). Later they got thirsty but still stood there. I had one dig out a tile adjacent to the one they were stuck on, but they didn't move still (even though they were able to dig it out). Eventually I marked the log on the blocking tile with the 'forbid' command, and either immediately or some time later (I wasn't watching) the stuck dwarves escaped. I'm not sure if the tile is still blocking; I didn't want to risk any more dwarves by checking it again.

I've had dwarves get stuck taking out a floor tile that was built on top of a wall before, this may be similar. I noted that once they felt the need to sleep and if they had a bedroom assigned they would leave the spot and go to sleep, then wake up and go back to whatever they were doing before they got stuck.
