Def. not d4 because that can get our king in danger by either Qh4 of Bb4.

And I don't like moving him out of harms way unless we have to.

Err, d4 Qh4 isn't even a valid move.

There are two moves with any pedigree in expert games:
Ne5 (Kieseritzky Gambit)
or
Ng5 (Allgaier gambit)

The main line of the Allgaier goes: Ng5 h6 Nxf7 Kxf7, so to choose that, you should feel comfortable with the idea of giving up the knight.

 I suggest Ne5, as I don't think giving up a knight against fritz for a speculative attack would be a good idea.

Ne5 for me. If only because it seems more flexible.
Ne5 Qf6
into a two pawn center for white, perhaps?
I'm not sure we should retake the pawn so soon.

There are three moves that have been tried in expert games:

Bc4
Nxg4

I suggest d4. We establish our pawn centre, and the c1 bishop becomes more active. If black plays Nxe4, it means he gets too far behind in development, and we should be able to capitalise.
