What is the best, constant, reliable way of gaining juice? I so far have used murder, gave one of my leaders an MP5, 6 mags and body armor then sent him out on random attacks alone. He actually killed so many people in one attack that he resorted to beating a fireman over his head with his gun and he actually killed him like that.

I'd say murder is. Just be careful when you're being sieged.

Yeah, murder is the best way to gain juice. The main drawbacks are the risk of you getting killed on the site, and the large amount of heat-generating crimes needed to get to Elite Liberal status, but both can be remedied with more violence, at least temporarily. Murder also comes with the added bonus of learning weapon skills and thus helping you deal with the CCS later on.

However, stealthy ways to gain juice produce a lot less heat. For example, (if I've understood the heat code correctly) a single push of the button at the Nuclear Plant will give 100 juice but only as much heat as five murders. Naturally, you can mix the two options and shoot your way to the lockups at the prison, court house and police station (50 juice for unlocking them) or pay a violent visit to the aforementioned button.
