I've definitely seen that changing the size of the game window changes how far I'm allowed to zoom in on the closest setting.

And, yeah, Nameless Archon, I ritually hit the "Update Savegames" button in Lazy Newb whenver I change anything, because I'm not sure which changes require me to hit that button and which don't.  So I err on the side of caution.

It is weird that I get the size I want outside of the game, but not in.

When I move the game window while playing with the 24x24 tileset, everything gets a little bit smaller (maybe 23.5^2 per tile). See the screenshot here: http://postimage.org/image/wi0joqn8/
I think it's the window borders. When the game is first started, the window borders aren't taken into account, yielding 24x24 tiles and a window that, with borders, is wider than the screen resolution of 1920 pixels. When moving the window, Windows and/or DF notices this and resizes ever so slightly, making the tile size (1920 - width of window borders)/80.

Is there a way to run DF in a window with NO borders?

IIRC, you will get results like you describe if you don't update your saves
As I said I'm new, but I think the FONT is set for all saves in init.txt; it's the unit graphics that are stored per savegame. (Correct me if I'm wrong.)

I can't. I don't play around with graphics enough to really troubleshoot your problem, but my lurking here has indicated that one of the primary problems with new tilesets is that players don't remember to update saves, and wind up with undesirable results. (What those are, I'm not sure, but it comes up REGULARLY when discussing tileset swapping.)

[RESIZABLE:NO] fixed it.

[PRINT_MODE:2D] is needed because STANDARD will squash tiles when zooming in; 2D doesn't zoom in.

I tried the settings you list, Organon.  I first tried them as a complete set, then changed them one at a time.  I always zoomed in as close as I could and in every case, I couldn't get the tile size on my screen to be any larger that it normally is for me.  Seems odd that some setting is negating the innate largeness of 24x24 and making it appear on my screen at the same size as the 16x16.

I appreciate you taking the time to point out your settings changes and stay on the topic with me.  =)  There must be some stray setting doing something to me.  Something like  TRUETYPE:YES having a secondary effect.

Sorry to bring up an old post, but I seem to be having similar issues to celt.  I had been using the default ascii graphics so far just fine (briefly tried phoebus I think but was difficult to figure out what things were without being able to look up the symbols.)  Now that I pretty much know what everything is, I tried using the Ironhand pack, but also got the "everything is too tiny" problem.  I usually play on a 1280x720 monitor, sometimes switching back to a 1920x1080 laptop screen on the fly.  I'd be happy to just get the 1280x720 working at a readable size. 

I spent the last hour following the various ideas in this thread, even using GIMP to cubically resize the Ironhand Tileset up 2x and sharpen, (and update save games), but all that seemed to do was increase loading time with no change in size.  Changing my monitor resolution, even down to 800x600, also does not change the effective resolution of the game, windowed or fullscreen.  I tried changing the init settings for windowed / fullscreen (normal and graphics) to various window sizes and grid sizes, all with no effect. 

Has anyone happened across some sort of way to use, say, Ironhand's graphic set in a readable way for either of my resolutions?  I wouldn't mind temporarily lowering my monitor resolution while playing either, if it actually worked.  I'd really appreciate it, but for now may switch back to ASCII so I can actually see what's happening.  Thanks in advance!

NINJA Edit: I can do the trick of locking the window into a much bigger size to get decent tile sizes, but then can't see half the screen, just as celt was able to do in this thread, if that matters.
