Eh Portal doesn't meet the requirement anyway  :-\

It has a list of games you can use by the way, there's some more other than what Bdthemag listed

I have connections to a game server company, so if you don't want to use the public servers which are up at the moment I should be able get a server up (it will be located in australia though so people from america would get around 300+ ping/latency)

Hmm, then why did they put that in the list of games which enable you to play it?
You could buy hl2, hl2 is fun and for empires I would consider it worth it.

At one point, Portal was temporarily released for free, as in, anyone who grabbed it during that time got completely free Portal. It was not given out with the Source SDK, the thing needed to run Source mods.

Wait for the eventual sale on a source game - CSS/DODS/TF2 are on sale for $2.50 at least once a year each. We're probably due for one (or more) of them during the Steam Summer Sale.
