My expedition leader is supposed to be holding a meeting with a dwarven liaison as of now. But he keeps finding an excuse to do the exact opposite. He's harvesting plant when he doesn't have plant gathering or harvesting on, it's a disaster. I can't give him an unfortunate accident because this fort is going slow for some reason, so no magma. And since it's winter he can't "trip" and fall in a pit full of water.

How should I get this idiot to do his job?

First of all, expecting a dwarf to be smart is like expecting everything in life to be handed to you, getting rich with no work at all.

Ontopic, go to the nobles screen and replace him. If no one is better or equal to him, change it back to the original after the meeting.

Harvesting crops isn't specific to any task, though it trains farming.  You can disable it in the o menu, and only allow farmers to harvest from the field.

Harvesting isn't a labor, it's set in your orders screen. You can set it so all dwarves harvest or only planters harvest.
Just turn off all his labors.
And he got the job because by default he literally is the best person for the job.

I'm letting him do whatever until the caravan starts packing up, if he hasn't even said hello to the liaison by then I'll do what Audioworm said.
I'm also making it so only farmers can harvest and stuff, thanks for the advice.

And I know he's the best person for the job, I know the basics of how he gets picked. I'm just annoyed by how he won't consider the meeting.

Attending a meeting is one of the lowest priority jobs there is. I turn off ALL his labors except tending to wounded and cleaning, which includes hauling.

Well, I got him to finally attend the meeting. I had to hold his hand and stop him from stockpiling something and constructing buildings, but he's doing it.
I'm turning off all labors and stuff except for hauling and wound cleaning. Thanks again, to the people who gave me advice.

I thought it was food hauling.
I usually let him, in case the liason is coming to make me a barony and the caravan hasn't left yet. Which is also part of why I make sure my leader is always my broker.

The easiest thing to do is have a burrow and assign him to it when you want the meeting to occur, and then release him afterwards.  No labor configuring required.

Harvesting is one of the jobs all dwarves naturally. Orders menu can narrow it down to just any dwarf with farming classification. Might as well make that dwarf the bookkeeper too

Should you fail to comply, strict !!disciplinary actions!! will be taken. Also, we feel we should remind you that one of the "criminals" on your list is the chief medical dwarf. If he ends up too badly injured to do his job, you will be fired. Out of a magma cannon.

Same reason why idling has higher priority than feeding and giving water to dehydrated veterans/political prisoners.
