You probably already know about this game, but Liberal Crime Squad has a pretty cool limb/organ damage system. But it also has a health system.

Yes you can, although you won't really use it in real time mode.

He is talking about fallout BOS on PS2(prolly?) not Fallout Tactics.
I talked about the one where you have both real time mode and turn based mode (the only mode I used was turn based). I only played (and downloaded) it because I liked Fallout III but it was a very good game.

Next time whenever you mention the game, don't forget to add 'Tactics' to the name.
And yes that game had limb targeting.

On the note of games with limb targetting, there's also Arcanum (although the option was semi-hidden and the combat was rather crap) and the Silent Storm engine games. SS even had some funny working effects, like making a character temporarily go deaf or blind due to a headshot.
