I'm not sure if this is a bug or not but here's a small unedited portion of my annoucements file:

There are about 50+ other spams of this kind one after the other(all of them shorter).

I'd lean towards this not being a bug.  If someone is trying to "Give water" that means there's a dwarf who is so injured, he can't even get to a pub to drink himself stupid.  Such a condition indicates the stout creature of granite and shist has been reduced to nearly chalk dust, and will easily perish if not aided.

Although it is checked often, this is one of the few things that is nice to be spammy, because it indicates a dwarf's life is in danger if the issue is not rectified.  Granted, it might be a nice feature request to be able to squelch the messages or have an acknowledge for things like this.  (I am reminded of the 300x "Cancels drink: Can't find path"s I get when a furniture hauler gets stuck on a statue, who is patiently waiting for another furniture hauler to come and destroy the thing.)

Good point, I should have posted this as a suggestion to decrease the amount of spam.

263 is extreme.  I handled this as Bug 60 before, but it seems like maybe they have another avenue for creating the job repeatedly.

I had almost the same thing happen, an injured dwarf who was crawling on my bridges was mercifully swept off the bridge (or so I thought.) He ended up on a little outcropping of land just south of where I had dug, so he could not get home, and no one could get him. The spam was tremendous. I let him die, but then I was getting spam about 'store item in stockpile' and errors trying to get clothing to  the trade depot. So I had to dig him out, course after he was dead.
