Yes, once you get the national pokedex. and yes, if you want them to stay relevant and keep all you're difficult to obtain pokemon. Because eventually the cartridges will go obsolete and will no longer be transferable.

I don't see why Sun Tzu couldn't exist. We are talking about a world where animals have replaced many tools and are capable of shooting lasers, causing earthquakes, causing floods, etc (heck, the first battle you do in this game winds up wrecking your room). I'd imagine humanity has had quite a few wars.

Plasma is actually kinda interesting, especially when you throw in the rather genre savvy member

Uhh wha? Do you mean is there a third game of this generation (like Yellow, Crystal, Platinum)? If so, then the answer's no, not yet. If there is a third game they put it out well after the first two and Black/White are still pretty new.

Black city and White Forest.
It's a zone that is drastically different for each version.
And some other town too but I forgot it's name.

One of the gym leaders is different depending on the version. Though gameplaywise that only  effects the mentioned gymleaders pokemon's genders and one of their pokemon's moves. The appearance and music of the aformentioned gym leaders town Ophelucid City changes too. Also the decoration for Mistralton city will subtly change.
