Yeah, more territories would be nice, and having him gone means I must be even more paranoid regarding Cyber than usual but I guess it'd be unfair if I just picked up territories.

Just decide what'll happen USEC, you're the GM after all.

My guess is that Barbarossa's territories fell into anarchy after the Royal Palace was crushed under a chunk of debris from the ESS Pwenet. So, basically his faction disappears and we continue on as if nothing happened.

But at least I'd suggest his territories keep their ethnicity. While he's gone and his faction collapsed, the settlers he left are still there.

Possibly. It depends on the named technology. For instance, John's EMP Theory tech would be easier to research if he had a couple ranks in education. However, not having a high enough rank in a technology will slow your research efforts down, but never prevent you from researching a named technology.
