It says ESPIONAGE bonuses apply. That also inclues the different ethnic group bonus too...

A garrison stops it from having a lowered income and manufacturing capacity...

Post #3, Ethnicity map spoiler clearly reads and I quote: "The colour of the provinces are related to what ethnicity they are. If you control a province that is a different ethnicity from your government, than it gets a 25% chance to rebel if there is not a garrison in it. Additionally, missions conducted in that province get a +10% of success."

Which brings us to at best a 30% chance, and 2/7 is 28% which means yeah, about the right number of rebellions hit.

Either way Taricus, I argued my point, and USEC acknowledged it , and changed things. You're asking him to change things back, when you could have made that as a counter argument before hand. However I still hold the argument trump card that "Espionage shouldnt work instantly." Press, and I'll move that no rebellions occurred. Though the potential for them will exist.

I'm asking you to accept things as they are, and move forwards as further arguing changes nothing. You got your capital back. With a little luck you might survive. I doubt it, but hey anythings possible.
Of course I am still open to an incredibly lopsided deal in my favor.

Hey, make it balanced in your favour. You're not going to be able to do any diplomacy otherwise.

Though I do ask why you think the aliens are going to do a classic invasion?

Could go either way. My initial suspicions are orbital bombardment and or bioweapon. However their attacks on the Pwenet seem to suggest they use us for food or experimentation. This leads me to suspect a ground war could occur.

However I also know our technology is nowhere near sufficient to fight them. The Pwenet had laser weapons and advanced alloys. And they got their asses kicked twice now. We aren't yet gen 5. And I would only feel safe at about gen 7.

As far as diplomacy goes.. You have 1 province, and next turn you will have possibly 2 (No navy, no ferrying troops about, so you're stuck trying to smash one of my armies which are primarily light armor, and much better initiative than you). At worst, it takes my fresh new armies to destroy you. Your chance of survival without making a deal is 0%. So why should I lessen myself to appease you? Give up the tech from your alliance, and I will gladly let you have some/all of your territories back. But I will not give you my own tech as it would strengthen my enemies.

If they're using us for either, it would be more efficient to infiltrate the power structures of our nations rather than just having a shitload of troops on the ground.

As for Technology, that's true, especially i they were to invade now in full force. Of course they're more likely to infiltrate (As stated before). And we need something to counteract the aliens specifically...

Then help. This goes out to all of you. Considering the only people who acknowledge that there might be a threat are me, CG, and Adwarf to an extent..

We tried me and CG standing down. This got us attacked, so theres not a damn thing you can do to stop us from our 100+ unit build up. Our orders, as they are will not change. Because as far as we're concerned, we have to destroy each and every one of you before the aliens arrive.

And as long as you all act in secret this war must continue. You think you can win. Theres a chance, I wont deny it. But it will not be through strength of arms. In generation, I am your equal. My armies will almost always have the initiative. And numerical superiority. CG has an army that out guns Sheb's forces at nearly every turn, is concentrated into armies already and is poised to strike (And again, will have the initiative.) We have the advantage, and will not lose it soon.

With bioweapon deployment, certainly we will all suffer. And potentially I will die. But without a vaccine thats sort of a crapshoot. Severity will hit us all equally, only the spread could possibly work in your favor. I urge us not to explore this method. It is too random. Not to mention it saps the overall strength of the world should aliens arrive to fight us.

Play your turns openly. Make no hostile moves, and we can still make peace here, and prepare to answer a threat from above. Continue down this road of secrecy and I will eliminate you all in turn. If you can show even for a turn, that peace can exist, then that is something we can build on.  I give my word, my turn contains no hidden orders and you can see that there are no hostile moves, just defensive ones.

-I of course know, you wont even remotely consider peace with me. Not on terms I'll accept. So yer still my enemies. And I only lose a few provinces next turn. Hardly what you need to destroy me.-

Fine, just means there's no recruitment in his turn. Not like it would save him anyway. All he can do is research. With <100k i doubt there's anything he can succeed in

Seems hypocritical when you killed me with a secret attack. And the organization would be public too...
