You can actually make them members of your civ using runesmith.
I would do this and keep them huddled in a back room, but they're already extinct in the region I'm playing in.

Awesome! It'd be nice to have a walled community of them in the back, with the dwarves dropping cat meat back there  :)

The reason kobolds die out is not other civs, it's starvation (dwarves are the same, by the way). In my experience a given medium island world will have 50 kobolds and 150 dwarves, about about 30k elves and humans combined. Giving kobolds and dwarves NO_EAT and NO_DRINK gives you 30k dwarves and several thousand kobolds. Toady really should look into food in worldgen.

I wonder if giving kobolds the tags that let animals steal food would help them stave off starvation.

No, they starve because they can't trade or farm. Stealing food doesn't count in world gen.

They need [NO_EAT] and [NO_DRINK] because they're in caves (Which causes starving) and only eat meat (Which causes starving. Hunting doesn't count ::) )

Well, it does, but generally Kobolds are either so far away from humans they don't steal any food, or else they're so close they get wiped out early on. The survival zone is very small.

I was an Everquest player, so to me Kobalds will always look like this


And my favorite thing will always be their aggro text: "Grr. Bark. Bark. Grr."

Back in 40d a kobold thief managed to sneak into my fort through my river access and stole an artifact platinum goblet that was encrusted with diamonds, rubies and gold. I was pretty pissed at the time but thinking back...that little guy must have become a king among the cutebolds. My dwarves sure thought it was ballsy, it became a favorite engraving subject for awhile.
