I like to think of kobolds as friendly little guys who aren't smart enough to keep themselves fed. Mainly because I want at least one genuinely good creature that can highlight how terrible my dorfs are.

I don't think they can lie or break an oath considering they are supposed to be unable to communicate at those levels.
