Stairs Blocked Creating infinite loop of pathfinding err

I had 1 staircase going down from the surface into my fortress. I had just activated my hunters who where returning with killed wolves and one was carrying a wounded dwarf. 2 of the hunters dropped the wolf bodies on the top stair down and the other dropped the wounded dwarf on the bottom stair up. This apparently blocked the stairwell and no one could get up to get water or collect items and no one could get down to eat or sleep. My dwarves would not follow any new commands given. I couldn't get them to build a new staircase or to remove the offending debris. They just ran around until they all died from thirst. They kept trying to cary out previously assigned jobs even after removed from the labor menu and the fact they kept canceling because they couldn't find a path caused the game to slow to almost a standstill.

I had a similar problem when I built a road over a stairwell (I figured "no building present error means no problems..." Bad idea.) Fortunately, I had a 2nd stairwell and I was able to fix the problem, but first I had a ton of pathfinding problems and the game ground to a near halt. It would take 5 or 6 seconds to move the screen over 1 shift movement ina  direction
