removing floors over fortifications

I was building a tower of fortifications (with inside battlements) but I was unable to build the corners until I built floors over part of my wall. I couldn't then build fortifications on the floor tile so I removed them with "remove constriction" and was able to build them. The problem was one z level below where I had a lump of stone in the same place as the lower fortification. Moving over the tile with "k" displayed "chert" and "rough chert fortification". I don't know if the tile was walkable or not, but no dwarf ever picked up the stone.

Fortifications don't come with floors on the z-level above like walls. Also fortifications can't be built on floors but can be built on the floor created above a wall.

I do believe this is known.  It's a problem whenever you have constructions, buildings or bridges that their materials will fall whenever do de-construct them, leading to many cases of inaccessible goods.
