I thought one of the main utilities of Cloud in a Bottle was its ability to harmlessly arrest downward momentum on command?  As long as you can still negate falling damage by grappling into the ground, they're just being jerks by not restoring the Cloud.

You DID notice the patch notes saying that they had noticed it and it was a bug, right? Therefore, it will be fixed? Way to overreact.

My overreaction was that I didn't realize it was a new bug that cropped up in this release.  What I thought was that it was already not working for some reason and they chosen to leave it.  I was mistaken.

My guess is that the new falling damage code keeps track of the highest downward speed during your fall.  This would avoid glitches where the physics engine spazzes out at high fall speeds, lag bursts, odd corners or whatever and thinks you landed slow enough to not get hurt.
While cobwebs and rocket boots have probably been updated to reset your fall speed, clouds have been overlooked.

While this is a silly bug, it isn't really related to bad coding practice or anything.  They just patched a flaw in the physics engine and forgot to update one of the items.

Of course, the above only applies if my guess is correct.

When you lag, it does not affect your in game velocity. As such, a game can lag to high hell and show you falling like a feather, but hit the ground like a truck. I know that to some it might be hard to understand that there is a lot more going on in the model that what you are being shown, but there is a value tracking your current velocity, as well as one for your location and acceleration, that are independent of the user interface, and only updates on game refresh, rather then a internal timer. Using a plot point for maximum velocity achieved will not solve any problems to do with logic and lag.

You could skip the entire issue by grabbing a horseshoe.

But that is a valuable accessory space so who knows : /

In other news, I just need a cobalt leggings to complete the set! I have a spare helmet and chest plate.

I'd be willing to bet that the CiaB bug is either a silly "Oopsie, typed the wrong variable" thing or a problem buried so deep within the architecture that it'll take at least a day to sort out. In the meantime, where the hell do you find horseshoes? There are a ton of chasms I haven't visited yet and my skeletons refuse to drop hooks.

Not to mention, y'know, entirely reliant of randomly finding one.  Having found a whopping six chests underground in my entire playtime, with no horseshoes, telling people to just grab a rare random drop is not a strategy.

Heh I have almost full molten gear and I have yet to even SEE a horseshoe.  (only almost because I like my kickass demon scale armor better than that ugly molten armor.)

Although I still haven't found the jungle yet, and it took me until yesterday even to find a single damn glowing mushroom field.

I have a spare leggings and am missing the chest piece, perhaps we could make a trade later (I'm just leaving right now).

Even better, you might have three chances of finding one in a given game, and you practically need fall-damage immunity anyway.  I don't know if my world sucks or if I'm just that unlucky, but I swear I just do not get any of the cool shit other people do.  I had to hack my way through two Goblin armies before I even got any Rocket Boots, I've yet to see a boomerang anywhere, and I've explored most of the Jungle without seeing a single shrine.

If the game lags and takes too long to refresh, it has to calculate a much larger part of the trajectory of any moving object between game cycles. The longer the lag, the more flaws creep in.
If an object moves at 1 pixel per millisecond towards a 1-pixel wall 10 pixels away, and the game lags 20 milliseconds, the object will be behind the wall on the next cycle.  Most physics engines pick this up, of course, but at higher lags in situations with a lot of awkward corners, high speeds and platformer-style physics, things get weird quickly.
Whether this is the reason for the fall damage glitches in the first place doesn't matter, since the current glitch where cloud bottles don't stop fall damage is only possible if there is a variable tracking either your total fall distance or maximum fall speed.

Edit: Total fall distance.  Falling from my base all the way down to hell did about 7700 damage, smashing into a ledge halfway down cost me only 2800hp.

Boomers only appear in the Dungeon, IIRC. You're better off with a chakrum anyways, unless you have enough spare hellstone to get a flamer.
