As in, he didn't tell her to shoot the guy he wanted to fulton but got caught by.

Yeah, even if you tranq/stun the guy.  She'll sometimes just shoot them for good measure.
Jokes on her, she has an unsilenced tranq rifle now

Also someone shared this in the... happy thread, I think?  It pretty much explains why I prefer not to kill (abduction, and showing off).  In fact the guy is pretty much me except clever on camera.
