Strange Moods == Just sitting in their rooms?

So, in my last fortress I had a dwarf become possessed. Rather than take over a craftdwarf's shop as he should have he just sat in his room and starved to death.
In my new fortress, another dwarf came down with a strange mood. There were four shops here, as opposed to the one that was around in the last fort, and he still sat in his room and starved to death. It's happening again, this time with a secretive mood. They should all be heading to a craftdwarf's shop, as far as I can tell. And if not, all the other strange mood related workshops are available.
What needs to be done here?

Build every workshop you don't have one of.

Normally they only sit around when the workshop they want is not available. Are the workshops forbidden? Or does the dwarf have another skill, like masonry or metalcrafter, that needs a different workshop?

What are the dwarf's skills? He should demand the workshop that corresponds with the highest moodable skill he has. If he doesn't have any moodable skills (only thresher or soapmaker etc) then he'll go for craftsdwarf as default.

And also, you may just not have any of the specific materials they "need"... Dwarves are fussy like that.
Check their personality page, see what materials they like?

In all cases their only skills have been stuff like lyemaking, beekeeping, and pressing. Occasionally they have some combat skills. The only moodable workshop I don't yet have that they might need is a butchery, and I'm building that right now. All the workshops are available. Four of the five craftdwarf's shops require that you be of "expert" level or higher to use, but nobody is actively working in the fifth one that's been reserved for the less-capable dwarves so I don't know what's going on.

I could understand them dieing if I didn't provide the materials they want, but they aren't even claiming workshops to begin with.

I don't have access to magma yet, so yes.

This farmer is a dabbling mason and a novice tanner, so he should be heading to one of those, right?
He's (rusty) in tanning, so could it be possible that the state of a keyed-skill being (rusty) is preventing the dwarf from claiming the requisite shop?

Hm...alright.

I built a second leatherworks, and the farmer finally left his room. Sadly, he went berserk halfway up the stairs.

You don't have the workshop they want. Build one of each type early on, just in case.

You need to make said elf leather into the most amazing work of art.  Embed it with every kind of gem you have, stud it with metals, and sew images into it.  Erect a shrine outside your fort with that in the center.  Let the elves know that you view their very skin as naught more but a medium for your dwarves to work on.
