Innocent Dwarves Sleeping In Jail

There are plenty of beds in the barracks (I've got more beds in the barracks than dwarves in the fort right now!) yet, there are 6 or 7 dwarves sleeping in the jail. Number of Criminals listed in the Justice tab: Zero.

This is a pretty normal occurance and has to deal with dwarf priorities.

For eating/sleeping the order is this:

Personal room assigned for task.
Unassigned furniture suitable for task.
Community assigned room suitable for task.

The dwarves prefer privacy (or at least what they THINK is privacy) over eating/sleeping in community areas.
