So yes, the techs can do plotting, but rather than a full roll themselves, they'd be doing a +(small number) to another plotters roll.

Actually, If you've been assigning scientists or techs to plot up till now, I've been ignoring those minions while rolling. Your minions can do the tasks they're allowed (this also impacts regulars assisting extortion).
And I don't hold hands. Cmon folks you should know what your minions can do by now.

I don't know about other people, but if I added regulars to extortion efforts, it was on a shoot the police when they show up reasoning.

Extortion failures are the actual targets resisting...cops showing up is very rare (rolling a 1 maybe) Usually results in larger Notor gain and minion loss than with just normal failures
