A excuse the GMs could use is this is a balance factor over passive upgrades.

What does this laser really do? I do not think it has been explained. Does it act like a low to med power unit that can only defend?

As he overlooks the instalation of his offices new Giant Laser, Lord Silver has a nice evil laugh session before going to look over his notes for the next week. First, offer to unbar the minion's computer from youtube if he can find more information on The Sentinel Project. Second, have his research flunky make a Laboratory , so he can do the trade to get some technicians. One of his minions can continue to still pretend to be a rent-a-cop, while the small and large ones go and help out the smart minion on The Sentinel Project. They can do the legwork. While Lord Silver himself, will, of course, continue with raygun research. He can smell a new breakthrough coming soon.

Send three minions to plot, and one to pretend to be a rent a cop to keep annoying people out. Lord Silver will continue to research physics in search of better rayguns as the scientist makes up a lab.

After instating the new 'Doctor' Jones as head of research, Dr Black tracks down her other four subordinates. Taking two aside she tells them to beat their colleagues score on how much mayhem they can cause. She then and tells the second pair to come with her, as they'll be needing more resources Soon enough.
