I was thinking police bribes. Or something of that sort.

So, you would be just as notorious in the under world, but less law enforcement would come after you.

And as far as trading with other evil organizations? I will allow this. However expect interference by the Forces of Justice.
Bribery will come into play later, in order to alter the FoJ priorities.
See, the FoJ will be tasked to bring down X organization, Or dog them for awhile to prevent rapid growth. They will thusly have a set of priorities that may change due to internal politics or external actions by the evil organizations. They are of course most likely to go for the guy at the top of the list. A timely bribe could get them off your back.

Only Scientists And Technicians currently, can build base improvements. The two currently known base enhancements are noted in the 2nd post (Training Room, and Laboratory, which are both rooms that allow training of your Regulars into better minion types.)
More will come later, with research.

Edward took a look around the newly buildt laboratory before going to inspect the specimen his minions have brought him.
Several of them was in poor shape, but concidering his current position, he could not really complain.

"Nice job on getting these.. samples.." He took a glance at the cages before continuing.
"You two, I want you to plan a scheduled patrol around this facility. If you find anyone within this zoo, kick them out, I do not want anyone to be snooping around here." He turned his head towards the remaining two regulars, pointing at them with his right hand..
"And I want you guys to take a stroll around the city, take note of anything that might  prove interesting to know about."
He then turned to his assistant. "Rodrick, I will have you assist me with these mangy.. fleabags. We got some research to do."

I do have a suggestion for tracking how likely you're to be attacked by JUSTICE!: Heat.

Heat should be from N*2 to N*5 (N=Notoriety) And should be on a scale of either one or five hundred. And it should drop of at a certain fixed rate as well (Providing they don't get more evidence of your EVIL) This means it might be better planning several small heists or a big one.

Completely valid idea Taricus....and its already been fleshed out in the 'real' game we've been creating under this system.

Much of this game is stripped down for the forum. And actually it's more "Influence and Notoreity" instead of Notoreity and Heat. While yes, i figure we could implement it here - Notoreity is more of a gauge as to what we feel you can handle being thrown at you. If we did manage a Heat aspect in this game - you wouldn't likely see it

So, when I chose the stuff I get from extortion, do I get it this turn, or does it kick in next turn?

And is there a limit to how much extortion I can have per location, if so have I reached the limit yet?

You get it this turn, And you can have multiple extortions occuring. The Forces of Justice will try to break your extortion rackets. And it -will- cause Notoriety gains when broken, as the people you extort will tell all to the FoJ.
