Oh, and the loot?  Give the land to the soldiers.  20 slaves to Numinator, with the rest split among the houses, double shares to those involved in the war effort.  For the cash, 50 to Numinator, 35 to the imperial treasury (offseting war costs), 20 for the soldiers and citizens, and the remaining 245 split 7 ways amongst the houses- 35 Tibers each.

(However we decide, are those funds available this turn?)

Start at the highest point where we can get water and build from there.

<-Yes.

See? Now stop bugging me you civys.

you shouldn’t nickel and dime a huge structure anyway.

To be fair, you have totally encouraged this way of playing so far >_>

(also please see the 1 economic action rule from now on.)

<_< sorry, I was waiting for the rules clarification before I changed by turn.

Here is my proposed break down for the spoils

35 T to Numintor
35 T to imperial treasury for war costs
140 T to Civic Project Fund (Aqueduct) - This money will be used to offset the cost for going through a mountain
140 T to Houses (20T each)

25 slaves to Numitor
15 slaves to each house
20 slaves to work on Aqueduct

4 land
1 land to Numitor
1 land to each General (Equus, Knavii, Augustine) ((There has to be some benefit to being a general  :P))

Using the funding to directly help the people of Rome will win their favour.

Agree with putting money in a civic fund.

Note that from now on, the family will be referred to Aequus Lignarius, for their insistence of projects involving lumber.

(do we have a treasurer of yet?)

Aequus Lignarius:

Resources: 25+47T-50=16T
Businesses: Logging Camp (Roma 20T), Fletcher (Roma 7T) Charcoal Kiln (Roma 10T) Winery (Roma 10T); 2 favor point
Positions: Nada.
Senators: 1 (M. Aequus Lignarius)

Spendings:

50T to funding and running of an Engineer's office, with army corps. This establishment will both deal with wartime logistics and civic construction.
10T earmarked for a festival, or other civic projects if it does not go ahead.
No money for aqueduct, sorry - but we are setting up engineers.

The aqueduct should build through the mountains.

I still see some practically landless being citizens, as it is possible for families to divide their land into infinitesimally small parcels which is practically unusable but still qualify as "land".

Second Knavian plan, provided that we are not digging through solid rock. Otherwise against.

I support Knaves breakdown of funds and slaves. Though the land being granted to generals is slightly worrysome to me. Not that I object to them having gains from their position, its simply that the roman people are getting a mite uppity regarding our dominion over land. It may be better to let the people have the 3 parcels of land not being granted to the Emperor.
Let us appease them slightly, get them drunk on fine beer from my industries during the festival to come and acquire the land close to Rome later, after several conquests.

Also, does this count as the conquest of Etruscan lands completely Neotemplar? Cause I want the secrets of their pottery! Bwhahahaha

SENATE DISCUSSION:

---------------------------------
Vacant Positions:

Head Senator:

Head Senator Aurius Knavii's position is up at the end of the year. Would you like to nominate successor, or allow him to continue?

Treasurer
This position will be entrusted to ensure all Houses are submiting proper expenses and donating proper amounts to taxes. Do we have any other volunteers?
   - Knavii suggests rolling this in with Head Senator position.
   - Equus also nominates himself

Civic Projects

Not all Houses donated to the Aqueduct last year.
   - Equus donated 40t
   - Toririus donated 25t
   - Tullius donated 25t
   - Knavii donated 20t
   - Aequus Lignarius donated 11t
   - Aragii donated 0t
   - Augustine donated 0t

a mountain chain is in the way of the Aqueduct!!  What should be done?

Tullius suggests going through mountains
   - Support from Knavii
   - Support from Aequus Lignarius
   - Support from Toririus
A majority of Senators support digging through the mountain!

Other issues brought forward.

- Toririus Family suggest richest noble families offer 3% of profits to poorest noble house.
   - Tullius opposes subsidies
   - Equus is undecided
   - Support from Augustine
This issue has not gained enough support, but we will continue debate

- Equus Family suggest Rome ally with Alba Longa
   - Support from Knavii
   - Augustine is undecided
   - Support from Tullius
This issue needs the voice of one more Senator to pass

- Equus Family suggest only citizens may be soldiers
   - Augustine is undecided

- House Augustine proposes Slaves have a set value and their work earns them limited freedom to increase their productivity.
   - Support from Tullius

-House Tullius suggests giving increasing recruitment and offering tracts of land to the best soldiers of our legions after our victory over the Etruscans.
   - Support from Toririus

CONCISE REPORT
----------------------

There is wide spead support for joint-funding of Civic Projects
 - Numintor please place money earmarked for civic projects in this order:
Aqueduct - Wall - Bath

The Great Houses agree that blasting through the mountain would be the best option. This can be funded by the civic fund below perhaps.

The majority of the senate is in favour of having all spoils of war be shared among the people of Rome as long as all houses make contributions to the military.

Please distribute as follows:
35 T to Numintor
35 T to imperial treasury for war costs
140 T to Civic Project Fund (Aqueduct) - This money will be used to offset the cost for going through a mountain
140 T to Houses (20T each)

25 slaves to Numitor
15 slaves to each house
20 slaves to work on Aqueduct

1 land to Numitor
1 land to each General (Knavii, Augustine, Equus)

The Senate asks the Emperor to host a grand celebration Across Rome after our victory at war. The Great Houses would be willing to contribute 5 to 10 tibers and the celebrations could be held at our many fine institutions.

-House Tullius suggests giving increasing recruitment and offering tracts of land to the best soldiers of our legions after our victory over the Etruscans.

Decline until further rectification of rules on this.

- Toririus Family suggest richest noble families offer 3% of profits to poorest noble house.

Decline and proposal of my refinements to plan, if take then approved.

going through mountains

Before a massive amount of money is wasted, I would like to point out that going around the mountain would be much better. Just start at the highest we can get water and then thread around the peaks. We do not have nearly the needed tech to cut right though.

- Equus Family suggest only citizens may be soldiers

Refinement: Only citizens may be in the (horse and archer whatever you want to call them) legions. Non-citizens may be infantry, archers, or horse riders, but they will not be integrated into the citizen groups.
