This game is massively based off of Evilcherry's Vestigi Imperium, which is, in turn, based off of space 4x games such as Sword of the Stars and Galactic Civilizations II.

Kozel'sk Collective

Pretty standard story. Kozel'sk has been a resource colony for 15 millenia, producing metal for the imperial fleet using imported labor. It was owned and ruled, in absentia, by a series of (self-imposed) Lord Ivan Ivanovichs, until recently a revolution broke out. After a bloody revolution, the people decided that they will not allow individuals, like those Ivans, to hold anything productive, but they should be decided by each community, traded, and distributed by the principle of to each according to its need.

+2 Production
- Collectivism has its own advantages.
+2 Terraforming
- If one can make Kozel'sk habitable, everywhere can be.
+2 Population growth
- Unsurprisingly, reproduction is productive labor.
+2 Large structures and Special Projects
- In Kozel'sk, death stars built you.
+2 Loyalty Recovery
- Equality can win converts.

-2 Land Attack
The nightmare of equipping 200+ races of newly-freed as soldiers... nuff said.
-2 Taxation
Well, they don't have that concept. They prefer to share things.
-2 Trade and selling production
The outside world simply refused to trade with them, for fear of spread of their societal organization. They even have a hard time obtaining food.

Oh, where to begin. The sons of David were once a large and prosperous race before the Imperium came. War reduced their size, and soon only a single sector was left. To protect his people, Jacob signed a treaty. As a courtesy gesture, the emperor gave him control of a colony.

That was a millenia ago. Jacob is still alive, In his relative 50's. He has had enough of skirting around this "Sovreignty" bullshit, and has decided to rebel against the oppressive Imperium governing council.

They are a trade/research centric empire, who's residents are rather patriotic.

Spaceship HP +1
Spaceship Defense +1
  You learn the tricks of strong hulls after building trade ships for several years.
Loyalty recovery +1
  They are a patriotic people, proud to be sinnians.
Trade and Selling production +1
  After having been micromanaged for a millenia, efficiency is up twofold.
Research +2
  You should see some of the shit these people come up with in their spare time.


Population growth -2
  Well... It takes a while for them to... y'know...

Eon Consortium

Preferred color: Blue

The Eon are one of the more unusual races in the galaxy. Their bodies are composed of a translucent organic matter which easily conveys and directs energy fields. Much like a giant jellyfish, the Eon are not physically strong, though they have advanced energy manipulation capabilities. They surround themselves with energy bubbles which keep their form together and allow them to move through magnetic induction. Also, due to this energy bubble, they have very long lifespans. Eon vessels, tools and equipment are all composed of specialized energy spheres.

The society of the Eon is one of simple harmony. Each member of the society is an equal, and most are good natured. They are ruled by an elected body of elders. In the history of the Eon, there has never been any internal strife within their community.

During the reign of the Empire, the Eon were quarantined and studied by the Imperial navy for almost 1000 years-this blockade was only just recently dissolved as the naval forces gaurding them sacked their world, and deserted to become outlaws.

The Eon have emerged into a galaxy they very much want to learn about.

Perks
+2 Research
The Eon long lifespans and lack of aggression lends itself beneficially toward intellectual pursuits.

+2 Trade and selling production
The Eon race enjoys bartering and trading with other races-without intercine conflict, this was how historically the Eon would solve disputes among each other.

+2 Taxation
The Eon society is extremely passive and generally conservative-they actually enjoy paying taxes.

+2 Ship Defense
Eon ships are difficult to damage in combat-they are not made with standard hulls, but of the same sphere like energy fields which they themselves are made of. These fields can absorb or redirect blows that would cripple standard vessels.

+2 Ship HP
Eon sphere ships tend to not only be difficult to damage, but they repair themselves over time-they draw power from nearby suns to feed a self contained ecology similar to their home world.

Flaws

-2 Population growth
The Eon are a long lived, and a neccesarily slow growing people.

-2 Large structures and Special Projects
The Eon, being sort of dull, do not suffer from the grand dreams of other races, and it is difficult to motivate them to work on large projects.

-2 Defensive structure cost
The Eon have never needed to defend themselves from each other...

All right. I am in. Can I use the bugs from the other game, or should I make a new race? I might make a new race anyway, but knowing options is always good.

It seems the biggest changes come in to this though the environmental modifier and some new ship rules, correct?

Also, so far as for your talk of slight rule changes we can vote on, I would like to tentatively put forward a proposal for all worlds to have 100% quality. With worlds already having environmental modifiers and size to state how desirable they are, I feel quality adds a unneeded layer of complexity. True, it does separate a economic powerhouse from a producing powerhouse, but I feel in most societies with FTL drives and commutations, that would be worked out via them shifting to a service industry powerhouse, and thus the average of the empires production would stay roughly the same.

Major differences, off the top of my head:

-Base terraforming cost increased to 500/size, from 200/size.
-Interest charged decreased 5%, from 10%.
-Environment change
-Limit to credits used and production income through trade to underdeveloped colonies, based on production capacity.
-The things players never see, such as my formula and tech costs, are different.
-Retreat rules are different, as fast ships will likely prevent an equal number of slow ships from retreating.
-Swiftly defeated planetary assaults result in the loss of ground transports.
-Ground transports take longer then a single turn to resupply at poor colonies.
-Technology still costs 20% if it is gifted or traded for.
-Ships.

Criptfeind: Feel free to use your bugs.

Dwarmin: There is a limit of 8 categories for your racial traits.

Everyone who's submitted custom ship names/descriptions: That's fine, but please only modify your HP. I have a field in my spreadsheet for % modifiers such as +10% attack. Round your HP bonuses down, even if it means not getting any extra HP on that ship (Note that unarmed transports and traders won't be attacked while they have escorts, if you're worried about the low HP. Your naval officers won't waste time chasing down unarmed ships while they're being shot at, but the unarmed ships won't invade planets while there's a battle going on. The transports are probably powered down on the far side of a moon or something.)

Those who have submitted environment preferences: I wasn't clear enough, as nobody has it quite right. I want a single integer from {50-250}.

There's space for two more if everyone gets their applications in promptly.
