Dwarves stuck on lower levels

 >:( my dwarves are stuck in the lowest level of my mine and are going hungry and thirsty. THey refuse to go up for no apparent reason when there is plenty of food and beer in the upper levels, please help

It's difficult to tell what's going on due to your tileset, but it looks like you've got down stairs on the lower level, but no up stairs. Maybe those staircase things at the south are up/down stairs, but it doesn't look like it. It looks like the staircases on both levels use identical tiles, which suggests down staircases to me. It's possible that you tried to remove up ramps someplace and inadvertently selected over your up/down staircases as well, which would tell your miners to turn the up/down stairs into down stairs.

so what would you reccomend i do? i cant seem to build anything on that level? also how long does it take for a dwarf to die of hunger/thirst?

Are those stairs on both levels going down?
You can make one of the miner into a mason and build up/down stairs.

You can use Dwarf Therapist, or you can "V" view the miners, and go to there preferences "P" then go to their labors and set them mark masonry in the stoneworking tab.

designate a space as a up stair. Then designate a up/down stair on the level above it. Continue till you reach a level of your tunnel complex, then dig to the tunnel.
