I guess what I'm asking for, then, is the ability to give absolute orders. The kind that will make soldiers stop chasing camels, and ignore that troll further than the corridor, and GO WHERE I TELL THEM STRAIGHT AWAY. Better AI - such as making them focus on enemies that actually pose a threat, rather than mobbing a goblin with no arms - would also be nice.

I think the discussion about a "discipline skill" is misguided. The problem isn't "discipline", it's that the military AI is buggy and primitive. That needs to be fixed before we can talk about intentionally hobbling the dwarves to simulate their lack of combat experience.

We really need some random dwarf kid to run to their sleeping quarters and bang on a big copper pot to wake them up.

I would like to be able to build alarm bells, with attendant benefits on dwarven response times.

I would love to be able to give a MARCH HERE NOW MAGGOT order to soldiers, especially marksmen that decide to go crossbow-whipping goblins or else plant themselves in stupid places.

I think military tactics skill, leadership skill, etc. ought to eventually allow military dwarves to march in tighter groups, and as the skill grows, in rank. It might be good to have military discipline trained by separate techniques (marches) than learning to use axes and swords, so you can choose what you'd like to focus on in training your dwarves.

I believe that the current Dwarven military is still largely broken, as it has been since the demise of 40d, just like the nobles. This should be improved soon by Toady One however, as the Caravan Arc draws to a close.

Seems to have gotten a little off track, so I'm going to reiterate and break it down to it's most basic component. I want to be able to have my dwarves ignore the presence of enemy units and, rather than rushing into battle, go where I tell them. Whether it's because of a forest fire, because they're in the way of the ballistas, or because they're swimming AWAY from the escape ramp to attack an enemy who has also fallen in the river and, while water fills their lungs, will continue to hack at a goblin who's going to bleed out anyway. Anything else, like better co-operation or target selection, is simply a bonus.
