Drainage at z-2.
Overflow at z-1.
Dining room at z.

You can build your drainage in a winding spiral as far down as you want, just make sure that where the waterfall hits the drainage, there's two z-levels above the cavern floor.  The water at z-1 lands on water, has the chance to splash around, then warps to the output of the drainage.

The width is completely irrelevant: infinite amounts of water can transport instantly as long as it's lying on top of water and it has somewhere lower to go.  You can drain an ocean through a 1-tile pipe in a single frame.

Nah, it would have leaked anyway. Minor problem, fixed, now the dining hallterfall is fine and the well is relocated in what I had made as an internal power source.
