Aquifers, aquifers everywhere!

How do I get a map with no aquifers at all, without going into the game files?

Keep looking. FOREVER.

It's much easier to just remove [AQUIFER] from game files.

Use the site finder and set "Aquifer" to "no".

That's if by "map" you mean "embark". If by "map" you mean "world", it's basically impossible.

Try looking near mountains, I've had good luck with that.

DF\raw\objects\inorganic_stone_soil.txt
Ctrl H
Search "[aquifer]" replace "" (aka, nothing) and replace all.
Repeat for inorganic_stone_layer.txt

This will remove all aquifers from any newly generated world.  If you want them gone from your current world, open the data\save\world#\raw\objects\ and repeat the process there.

I've turned off aquifers for my worlds.  They're fun and all, but more often than not I find them to just be an irritant.

I like the idea of an infinite water-source that's also an infinite water-disposal device, but I'm really bad at actually exploiting it.

Low drainage seems to diminish the number of aquifers.

Or embark partly on a mountain. Untamed wilds mountains are good - giant eagles and yetis galore.
